The property owners did not want to pay their assigned portion of costs associated with the construction and installation of public sanitary sewers in a large section of the municipal district.

The Commonwealth Court ruled that the Property Owners must pay their fair share of the construction fees. This decision protected the financial interests of the authority as well as the residents of the municipality, who would have been left paying the bill for the construction project.  *
