RUDOLPH CLARKE, LLC IS VERY PLEASED TO ANNOUNCE SAMANTHA NEWELL HAS JOINED THE FIRM






The firm is very happy to announce that Samantha L. Newell has joined Rudolph Clarke.  Samantha’s law career was inspired by her time student teaching in Delaware County Schools and her early internships in the Office of General Counsel at the School District of Philadelphia.

Samantha then ran for Rutledge Borough Council during her first semester of law school at the young age of 22. Upon her swearing in, Samantha became the youngest elected official in Delaware County, and one of the youngest elected officials in the Commonwealth. Samantha has continued to serve as a councilwoman for Rutledge Borough, most recently being appointed as Chair of the Public Safety Committee to negotiate the law enforcement contracts and serve as liaison for the Fire Department.  Samantha also is the Chair of the Highway Committee which oversees all road work and partners with Delaware County Council and the Pennsylvania Department of Transportation to best meet the community’s needs.  Samantha, having drafted the Right To Know policy for the Borough, also oversees the Right To Know Committee to ensure compliance. As a result of her dedication to ethics, Samantha served on the Delaware County Council Ethics Transition Team, where she worked diligently to help establish transparent and accessible County meetings and procedures.

Samantha will concentrate her practice on education law and municipal law.
