Scranton City Council Approves Review of Tax Exempt Properties Contract-with Rudolph Clarke

SCRANTON — City council wrapped up 2023 business Tuesday, adopting a slate of 2024 tax ordinances and approving a contract for a long-sought review of tax-exempt properties.

At the last regular council meeting of the year, members adopted previously tabled legislation authorizing a contract with the law firm Rudolph Clarke LLC to review and verify the tax-exempt status of nonprofit and government-owned properties.

Officials usually refer to the forthcoming project as a “HUP test,” a reference to the five-prong test used in assessing whether certain tax-exempt properties warrant that designation.
